I’m not sure, I think the Lt. has longer mustache lol but that was the first thing that crossed my mind when I saw him! It’s the one who attacks the Fire Nation council woman at her house]

This definitely could be The Lieutenant. Great catch. The facial hair matches up perfectly as do the eyes.
